This works as a workaround:
ffmpeg -i fluid8.mov -vf "cellauto=p=@:s=1024x576:full=0:rule=18
[cell];[in][cell] overlay [out]" -c:v libx264 -b:v 1000k -y cellauto.mp4

but relies on the input video length/size etc.....
