James already told you what to do several times. It appears that you
believe ffmpeg-linux64-20121206.tar.bz2 contains source code that you
have to compile. This is not true. It seems to contain several binaries
already, meaning you do not need to compile anything. Since you did not
provide where this archive files originated from we can not easily
duplicate any potential issues you may be experiencing.
To run it, do this:
cd ~/Downloads/ffmpeg-linux64-20121206
./ffmpeg
That is it: no ./configure, no make. Just run those two commands.
