[FFmpeg-user] Movie from still image playing distortion

I have created a short 15 second clip from a single TIFF file which is output to an MPG:
ffmpeg -loop 1 -r 30 -shortest -i keynes.tif -t 15 -q:v 1 -an keynes.mpg
Then I use that MPG to create an MP4:
ffmpeg -i keynes.mpg -c:v libx264 keynes.mp4
When
I play the movie in Quicktime Player 10.0 for Mac, it plays fine for
the first 7 seconds and then the image completely distorts for the final
8 seconds. The movie plays fine in Windows Media player and iOS. The distortion also occurs when I play the clip in Quicktime Player for Windows.
FYI,
I am creating the movie as an MPG first because it will be concatenated
to other movie clips and then the entire project will be transcoded to
MP4.
