When using the lowest possible quantiser the encoder cannot produce any
more bits.  40Mbit would seem to be the largest the encoder can manage.
 If you fiddled with the encoding options you may be able to eke out a
few more bits but I doubt you could get it to 100M.

Now for the question, why do you want 100M?
