Am I correct in assuming that with these options: -vcodec libx264 -crf 20 -bufsize 2000k -maxrate 2500k that the "max rate + bufsize" settings basically create a limit on the quality--i.e. it could at times fall below crf 20 because of those extra settings? crf becomes a "suggestion" here?
