[FFmpeg-user] i686-w64-mingw32-pkg-config: not found

When trying to configure FFmpeg version git-N-28533-g849f80f I get this

This issue only recently started to happen.

FFmpeg reports:

../source/ffmpeg/configure: 1: i686-w64-mingw32-pkg-config: not found
ERROR: librtmp not found

Any help would be nice, I'm not sure why suddenly now FFmpeg is looking 
for a cross prefix version of pkg-config, and didn't in the past?
