That's odd, mine, downloaded 2 days ago, and the manual 
currently at http://ffmpeg.org/ffmpeg.html, both have:

−same_quant

Use same quantizer as source (implies VBR).

Note that this is NOT SAME QUALITY. Do not use this option unless you know you need it."
