 The documentation says that this should be already supported, see:
 https://ffmpeg.org/ffmpeg-all.html#Scaler-Options, this was my reasoning
 in marking it as a defect instead of enhancement.

 Regardless of the label, I agree that this is functionality that would be
 beneficial to have, as some folks prefer one way of dithering over
 another.
