 Now When I am looking how delta is calculated, then I found

 {{{

 delta = sync_ipts - ost->sync_opts + duration;
 }}}

 where values were
 duration = 1.0000
 sync_ipts = 0
 ost->sync_opts = 3

 delta = 0 -3 +1 = -2.00

 and my frame was lost
