[FFmpeg-soc] [PATCH] AMR-WB Decoder

Hello,

Here is my floating point AMR-WB Decoder. The output quality seems
reasonable compared to the reference and libopencore decoders. There
are some tests available (1kHz sine wave and high-band output) in [1].

Most of the code hasn't been reviewed yet, so I'd appreciate if
someone does. There is some annotations throughout the code marked
with "XXX:" used to remark cases of discrepancy between the
specification and the reference source and some general issues that
ought to be analyzed.

This patch was generated against an old ffmpeg revision in which I
started programming. I don't know if this would create a problem in
applying the patch to Makefile and allcodecs.c. Please tell me if it
would.
