[FFmpeg-soc] QCELP more basic patches

Hi,

the parser is unneeded for the current samples, so it can be dropped.
see bottom of:

A corrections in the unpacking tables on typo,
and the QCELP_RATE_8THR_BITMAP is in the reverse order.
