[FFmpeg-soc] expand filter (alternative to pad syntax)

Hello.I am Ryo Hirafuji.

I made a "expand" filter for libavfilter.
It is an alternative to "-pad****" syntax, witch is not enabled when
"-vfilters" syntax is used.
It is compatible with MEncoder's expand filter in usage.
(But mine doesn't support OSD. In fact, I don't know what OSD is^^;)

Please use it, and commit it if there is no probrem with the filter.
