Are you asking, "How does one submit an SoC application to Google?"?

submissions?"? If so, then no; the applications are fairly freeform. We
care much more deeply about the quality of the qualification task and
the effort you put into it.

Are you asking who selects the project for a candidate, the mentor or
student? If so, the answer is 'student'. You are to submit one proposal
for one project. You may submit multiple applications, one for each project.
