AFAIK, there is no formal registration.
This mail was probably enough as an informal registration.
You may also post about your intentions on ffmpeg-devel so
that all developpers are aware.
You may also specify which SoC project you would be most
interested in.

But the only important thing is that you post a qualification
patch (and get it accepted) on ffmpeg-devel !
