according to the specs, the goal is generating UUID which defined by ISO
11578.
there are many ways to generate UUID, random UUID is acceptable and is
version 4 of ISO 11578.

Version 4 UUIDs use a scheme relying only on random numbers.
This algorithm sets the version number, as well as two reserved bits. All
other bits are set using a random or pseudorandom data source.
