Here are the results of my tests:
First track of New world symphony by Chicago Symphony Orchestra:

compression ratio:
FFMPEG: 1.92x
iTunes: 1.94x

MD5sum matches the original PCM when re-converting the file back to PCM.

My iPod had no problem decoding your file.
