I'm not sure where you mean to put the 'it' but I think you're  
referring to the end of the sentence. Anyway, I would probably write  
something like:

The specification does not mention that you have to clamp the  
codebook vector index to [0-9] in order to obtain RI compliance.

...or retaining your style:

It doesn't say that you have to clamp 'n' to [0-9] in order to get RI  
compliance.
