Yes, it adds some of the basic infra that will then help enable proper
fragmentation support, like the call to generate the sample in
mov_flush_fragment (and the data generated by it would not be
incorrect as such). During initialization of mux, though, if the
fragmentation flag is set we do fail, noting that fragmentation is not
supported.
The reason for this is that an awful lot of things which take in such
fragmented mp4/CMAF ingest require the subtitle fragments to be in
sync with A/V fragments (also requiring splitting of subtitle samples
that continue across fragment boundaries to be split etc). This patch
set started with this implemented in a rather complicated/convoluted
way, which is why I ripped it out for this version of the patch to
ease review of the general bits and pieces of writing TTML into
MP4-likes. You can see more of that logic in my first rebase branch:
https://github.com/jeeb/ffmpeg/commits/ttml_movenc_muxing_v1
I hope this gives some context into things.

If I remove the double negation I do get a warning about assigning a
"PacketList *" to an integer, so the double negation is required
unless we want to make it a pointer.
Will remove the prefix.

Changed the style like that for now, I am currently checking if that
function is only required with fragmentation, based on best practices.
This is after all primarily important with fragmentation where it is
then utilized to match fragment start/end against other tracks in the
mux. Otherwise I could just do the start_dts based check, and either
start from 0 or track->start_dts + track->track_duration.

It is basically just buffering packets until a point where the
squashed sample needs to be generated, and then writes it out. With
fragmentation it gets more complicated with the fragment start/end
matching and splitting of packets if a subtitle continues between
fragments etc.
Will post a v2 with the noted changes as well as removal of the
start/end points in the AVPacketQueue, since essentially they were not
needed for this set of features.
