I can only judge based on past discussion, and have no insight into
those that have never taken part in it.

One more factor to consider in this line of thought however is, as
Ronald already stated as well, how many developers might have
contributed more, be it in reviews or actual changes, if this process
was made easier for them?
I don't think this part should be entirely ignored, since multiple
seasoned developers have stated such an opinion before.
