[FFmpeg-devel] [PATCH 2/2] Fix msa can't be disabled when '--cpu=loongson3a' assigned.

There are compiler and runtime check for MSA and MMI.
Remove the redundant setting of MSA and MMI for cores specified by "--cpu".
