I do not agree. The source code should be as complete as possible, to
allow other developers to take over, or to fix a bug, or to adapt to new
samples and variations in the codec.

I understand nobody can explain their whole know-how, but explaining
nothing at all is completely unacceptable. These tables as they are are
not source code, and therefore have no place in FFmpeg's source tree.
With adequate comments, they would.
