[FFmpeg-devel] avcodec/videotoolbox: add support for full range and 10bit pixel formats

these additions consist of two patches.

the first one is a slight modified version of a patch from issue #7704 that adds a 10bit pixel format.
i basically just added the pixel format availability checks.

the second patch adds full range pixel formats. the issue arose on the mpv issue tracker.
