The ffmpeg repository is for the ffmpeg code, it's not a meta build
system.
But anyone is free to propose a repository with a script that
automatically pulls in most dependencies and builds ffmpeg. There are
actually a lot of those around for various software, but if you feel
like having an "official" one would improve the situation, go ahead.
Regarding non-working URLs, that can happen with external repositories
too, of course. For important enough stuff we could host them alongside
the ffmpeg repository, and we could indeed create a "vendor-sdks" git
repository, that would contain AMD, nvidia, and avisynth headers.
The point is that none of this should clutter the ffmpeg repo itself.
