[FFmpeg-devel] AMD external header

I sent this email in response to Mark's who stated that he will not include the header. 
I understand the delayed decision about external headers and will be OK with any 
outcome as long as it is universal.

If it makes sense I would like to add decoders as well as accelerated converter 
as soon as encoder is in.
