one thing thats important,
independant of where its moved, the interface between libs is part
of the public ABI of that lib and thus cannot be changed once it is
added. That is new functions can be added but they
cannot be removed nor their interface changed once added until the
next major version bump (which might occur once a year)
its important to keep this in mind when designing inter lib interfaces

On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
