[FFmpeg-devel] DVB Teletext to HLS Wbvtt Subtitles

ffmpeg has a webvtt encoder and decoder already. You can use this command
to convert mpeg2 closed captions into webvtt:

  ffmpeg -f lavfi -i 'movie=input.mpg[out0+subcc]' -map s out.vtt
