Adds per slave option 'onfail' to the tee muxer allowing an output to
fail,so other slave outputs can continue.

 Thanks for pointing on the problem with testing enum for negative value.
 I've fixed that, so parse_slave_failure_policy_option returns only error value
 and sets value of enum by using pointer - I think it also looks nicer to have it this way.
