release/0.11 could be maintained, 0.11.5 can not

If you are interrested in maintaining release/0.11 then i suggest
you create a public git clone of FFmpeg and start working on
release/0.11
and if you have some backports that you are happy with and that you
belive are good and faultfree then ask me to merge your release/0.11
branch

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
