ffmpeg -ss 125 -i matrixbench_mpeg2.mpg -vf crop=716:236:2:194 -t 1 -b:v 200k -codec:v mpeg2video -bf 1 -an -y matrixbench_mpeg2.lq1.mpg

matrixbench_mpeg2.mpg is the one from:
