fixed asv* & snow, some like h261/3 simply dont support the dimensions
and print appropriate error messages, so this will need some kind of
list of codecs supporting or better not supporting it.
so the tests are only run on the ones supporting it

one problem with really small size might be that a few codecs would
then not be tested as they would just print that they dont support
that
