[FFmpeg-devel] [PATCH] Ordering of PPS/SPS in h264_mp4toannexb_bsf

Uploaded to upload.ffmpeg.org as h264_mp4toannexb_bsf_failure.mkv.

Error is at 9 second mark when scene changes.  Command to reproduce: ffmpeg
-i h264_mp4toannexb_bsf_failure.mkv  -threads 0 -y -map_metadata -1 -vcodec
copy -flags -global_header -bsf h264_mp4toannexb -sn -acodec copy output.ts

I can produce other samples if necessary.
