You're all getting confused by the nomenclature.

CEA-708 is a mapping for *entirely digital* data in the user data of
mpeg video. CEA-708 makes it mandatory to include CEA-608 (formerly
EIA-608) packets in this mapping and allows extensions (known as
"708"). CEA-608 is a format that is used in *analogue* - i.e the bytes
are specified by pulses in the Vertical Blanking Interval. Therefore,
the streams are -708 but can contain 608 and possibly 708 captions.
