I'm not sure I understand your questions correctly.  But files
with a "xing" header are mainly suitable for storage, but they
are not really meant for streaming (like internet radio and
similar services).  Actually, in my opinion it's best to use
standard MPEG1 layer-3 for streaming, without any non-standard
headers like the "xing" one.
