updated MAINTAINERs for text subs

about bitmap subtitles in general, ill wait a few days so the authors
and anyone else who worked on them as well can comment.

I think it would be best if the author(s) maintain them, failing that
next best is people who actively worked on the code.
anshul, AFAIK you only worked on dvbsubdec so far?
so maybe you want to start with maintaining that and then see how it
goes before volunteering for more ?
