Generally this patch looks good, but the HEVC range extensions are
still in draft form (and as far as I can see, still in heavy editing).
Thus I recommend adding this to the list of things usable only with
"-strict experimental".

Users should not expect created byte streams to comply to the final
standard. I have no idea why x265 itself doesn't try to make this
feature harder to use.
