I'd say:

ffmpeg -i "https://trac.ffmpeg.org/raw-attachment/ticket/3849/ffvp9_fails_where_libvpx.succeeds.webm" -c:v copy -frames:v 10 ~/fate-samples/vp9-test-vectors/vp90-2-trac3849.webm
