JFTR we have dropped gerrit in favour of gitlab (or github or bitbucket)
pull requests since gerrit was too cumbersome to use.

So, no, gerrit is no miraculous cure-all.

However I think that establishing a procedure that every patch has to
be submitted as a pull request and this pull request needs to be acked
by other developer is a good practice that can be adapted to any project
(the only exception being one-man shows).
