Isn't it possible to copy the logic from vf_telecine.c?
Ie, in the default case, multiply the "framerate" 
(whatever it actually is, I suspect outlink->time_base 
but that may be really wrong) with 4/5 but allow the 
user to overwrite it with a filter option.
