[FFmpeg-devel] Micro version update

Hello guys,

our developer documentation still says that submitters of new codecs 
need to reset the micro version number:

IIRC, newer FFmpeg should have the micro version >= 100 in order to 
permit distinguish between FFmpeg and Libav.
Therefore I wonder if the home page should be updated on this topic.
