[FFmpeg-devel] Allow VP9 and Opus in webm format

It is not encouraged, you have to put -strict -2 in the command line in
order to make it work.
The opus part seems ok with my chromebook, I have problems with vp9(If we
consider chrome dev channel as a reference).
