The naive interpretation of "a part of FFoo" is just that the file is
part of a given project codebase, with no copyright implications, thus
I believe it can be changed with no need to ask for file authors'
permission, assuming the copyright is not changed.
That said, IANAL and seems more a policy issue regarding the whole
project and thus should be decided by the people who do the
merging/maintainership work based on their convenience.
(Personally I don't mind much, but sure having some overall
consistency would be good and less confusing).
