FFmpeg does not support H.264 encoding...

If you want to test the DEcoder, I would suggest MPlayer, 
if you really meant encoder, consider reading the Eighth 
MPEG-4 AVC/H.264 Video Codecs Comparison (including 
Appendix) on http://www.compression.ru
