In that case, since we will end up adding new headers for this, we could
consolidate all the OS-specific macros and functions in a single header
and source file per library and get rid of the compat folder stuff.

Sure, I can do that.
I can either send a patch now separating msvc from mingw in the relevant
parts of the configure file (so you then adapt your patch for it), or i
can do that after your patch gets applied. Whichever you prefer.
