libavcodec provides "codecs", libavformat provides "formats" (muxers,
demuxers), libavfilter provides "filters", libswscale provides (one)
scaler, in a sense it "is" a scaler, but the semantical difference is
hardly practically relevant.

So it makes sense to talk about an FFmpeg scaler or resampler, for
consistency with the grand scheme.

Also we're not late with changes (all new pages are not yet exposed in
the online docs).
