[FFmpeg-devel] Added avcodec and avformat dependencies to avfilter lib

The Android library loader requires dependencies on other libraries to be 
set.  Added dependencies on avcodec and optionally avformat.

avcodec is unconditional because of the use of avcodec_find_best_pix_fmt2 in 
avfiltergraph.c
