This should make it more clear for artists to submit banners, logos,
and various arts to us:

Feel free to change anything (like clarifying the "Usage Rights &
License Information" section and adding instructions on how to grant
rights/license work).

I incorporated several of Michael's guidelines and comments from others
in "[FFmpeg-devel] Logo/Banner rules (try #1)", but tried to streamline
them into easy-to-follow instructions.
