[FFmpeg-devel] Snow documentation effort

I'm proposing the board to figure out the right amount (I propose
between 5k and 8k) to provide a proper specification of snow.

* The specification MUST be a texinfo or rfcxml.
* The specification MUST cover both encoding and decoding.
* A stand alone basic MIT licensed encoder/decoder SHOULD be provided.
