I believed it was only Japanese problem,
because Shift JIS problem is written in ID3 article of Wikipedia(en).
Thank you for letting me know.

If any encodings are written as ISO-8859-1,
I also think it is no good that automatically force treating ID3 tags as
SJIS-encoded.

I try to add option to select encoding.
