I do not believe it was decided for ffmpeg specifically, I was referring to
Git best practices. I did not manage to find a reference for that syntax,
but it is used for all Linux commit messages, which could be considered
authoritative as to the Git best practices.

The "short first line" part is mandated by how the tools work: just look at
git log --oneline or git rebase -i. The double newline after that is
confirmed by Vim's syntax highlight.

You/we are of course perfectly free to choose to ignore that standard, but
it must be a choice, not just the result of not knowing it exists.
