At the very least it would require serious cleanup to make the indentation,
variable naming, etc., consistent. It would also require to be turned into a
proper patch, so that it can relate to existing code.

OTOH, I would not mind splitting this decoding_encoding.c into four files:
decoding/encoding audio/video.
